The Micro and Small Enterprises Authority (MSEA) is a State Corporation established under Micro and Small Enterprises Act No. 55 of 2012. The Authority (MSEA) is categorized as a Service Corporation, PC 3B and is domiciled in the Ministry of Industry, Trade and Cooperatives. MSEA was established for the promotion, development, regulation of Micro and Small Enterprises (MSE) Sector in Kenya.

The Authority is mandated to formulate and review policies and programmes, promote and develop MSE sector, monitor and evaluate implementation policies, programmes and activities related to MSE development. Further, the Authority is established to coordinate, harmonize and facilitate integration of various Public and private policies, programmes and activities related to Micro and Small Enterprises in Kenya.

The Authority is seeking to recruit a highly competent, proactive and self-driven individual to fill the following vacant position;

 

POSITION: SENIOR RESOURCE MOBILIZATION AND PARTNERSHIP OFFICER 1 POST; REF. No: MSEA-1/3/2019; (GRADE MSEA GRADE 7)

Key Duties and Responsibilities:

  1. Developing and updating of projections of financing requirements to achieve national response outcomes - based on national strategy and attendant programmes and outputs to achieve planned outcomes;

  2. Conducting resource mobilization through development of funding proposals targeted at various prospective development partners coupled with building Donor Confidence in MSEA;

  3. Conducting basic research on Development Partners opinions and practices; Participating in the implementation of advocacy and public relations strategies aimed at raising funds,

  4. Generating goodwill and advancing the mission of MSEA;

  5. Preparing regular progress reports for the Authority on debt-initiatives;

  6. Assisting in identifying and managing contributions by development partners, in form of loans and grants;

  1. Participate in coordinating international proposal and programme development.

  2. Leading the stakeholder coordination team on budgeting,

  3. Supporting forums for coordinating private sector response;

     10.Any other responsibilities as may be assigned by the CEO

Qualifications and Skills:

The successful candidate shall possess the following qualifications and qualities:

       (i)  Be in possession of Bachelor’s Degree in any of the following disciplines: Economics, Mathematics and Statistics; Commerce (Finance or Accounting option), Business     Management or any other relevant qualification from a recognized institution

       (ii)  Be in possession of a professional qualification

       (iii) Proficiency in computer application skills.

       (iv)  Served in a similar position in a reputable organization for at least three (3) years

       (v)  Demonstrate thorough understanding of the mission, vision, and strategies of MSEA and the ability to clearly interpret and apply the role of Micro and Small Enterprise in Kenya’s social economic development and particularly in line with vision 2030 and the Big four agenda.

 

POSITION: SENIOR INTERNAL AUDITOR 1 POST; REF.NO:MSEA-2/3/2019 (MSEA GRADE 7)

The Senior Internal Auditor will report to the Board Audit Committee and administratively to the CEO on all matters pertaining to Audit.

  1. Reviewing the effectiveness of the internal audit function

  2. Reviewing and developing audit techniques and procedures for finances as well as undertaking comprehensive audits

  3. Undertaking specific audit assignments and preparing detailed audit observations and reports;

  4. Draw up audit programmes and issue audit report queries and observations;

  5. Monitoring and evaluating processes and procedures of donor and government funds, disbursement usage; preparing and monitoring audit reports;

  1. Assisting in carrying out institutional risk evaluation, and efficiency audit;

  2. Conducting financial and systems audit;

  3. Carrying out timely and continuous audit;

  4. Assisting in developing and updating of internal audit manual.

     10.Carrying out a review of accounting, financial and budgetary and other operations, systems and procedures
     11.Any other responsibilities as may be assigned by the CEO/Board

Qualifications and Skills:

       (i)  Bachelor of Commerce Degree (Accounting/Finance option) from a recognized institution and passed CPA (K) or part III of Certified Internal Auditor Exams from a      recognized institution; and

       (ii)  Be registered with Institute of Internal Auditors (Kenya);

       (iii)  Proficiency in Computer application skills

       (iv)  Served in a similar position in a reputable organization for at least three(3) years

       (v) Demonstrate thorough understanding of the mission, vision, and strategies of MSEA and the ability to clearly interpret and apply the role of Micro and Small Enterprise in Kenya’s social economic development and particularly in line with vision 2030 and the Big four agenda

 

POSITION: ENTERPRISE DEVELOPMENT OFFICER (MSE CAPACITY BUILDING &LINKAGES) 1 POST; REF. NO: MSEA- 3/3/2019 (MSEA GRADE 7)

Key Duties and Responsibilities;

  1. Collecting data related to micro enterprises promotion;

  2. Mobilising MSE operators and assisting in recruiting exhibitors and trainees;

  3. Recruiting trainers; assisting in land acquisition;

  4. Implementing MSE programmes.

  5. Facilitating technology transfer amongst MSE operators.

  6. Conducting business counselling and trainings;

  7. Providing mentorship for aspiring youth entrepreneurs;

  8. Conducting research on MSEs;

  9. Collecting and analysing data on MSE issues;

      10.Compiling training and exhibition reports;

      11.Conducting MSE sector needs assessment; and

      12.Undertaking micro-financing, marketing, infrastructure, and start up programmes and support.

      13.Any other responsibilities as may be assigned by the CEO

Qualifications and Skills

       (i)  Bachelor’s Degree in any of the following disciplines:- Commerce, Business Administration, Enterprise Development, Entrepreneurship, Business Management or Information Technology from a recognized institution; and

       (ii)  Proficiency in computer application skills.

      (iii)  Demonstrate thorough understanding of the mission, vision, and strategies of MSEA and the ability to clearly interpret and apply the role of Micro and Small Enterprise in Kenya’s social economic development and particularly in line with vision 2030 and the Big four agenda

 

POSITION: SENIOR ADMINISTRATIVE OFFICER 1 POST;REF. NO: MSEA- 4/3/2019 (MSEA GRADE 6)

Key Duties and Responsibilities

(i) Provision of Board Welfare issues and be the Liaison Officer to the Board.
(ii) Coordination of activities and planning the diary in the office of the CEO
(iii) Provision of transport services or general office services.
(iv)In transport services, liaising with various departments for vehicle re-allocation Licenses, insurances, inspection, accidents follow-up of vehicles.
(v) General Office Services, assist in identification of office space, equipment,furniture, administration of cleaning personnel and security wardens,

(vi)Settling of bills and overseeing office maintenance and cleanliness.

(vii) Any other responsibilities as may be assigned by the CEO

Qualifications and Skills

       (i)  Bachelor’s Degree in either Human Resource Management/Development, Business Administration, Public Administration or in any other equivalent and relevant qualifications from a recognized institution;

      (ii)  Proficiency in computer application skills;

      (iii)  Demonstrate thorough understanding of the mission, vision, and strategies of MSEA and the ability to clearly interpret and apply the role of Micro and Small Enterprise in Kenya’s social economic development and particularly in line with vision 2030 and the Big four agenda

 

POSITION: DRIVER II, REF. NO: MSEA- 5/1/2019- 2 POSTS (MSEA GRADE 9)

Key Duties and Responsibilities;

  1. Driving; carrying out minor mechanical repairs; 
  2. Identifying and reporting faulty operations of the vehicle;
  3.  Security of the vehicle on and off the road;
  4. Safety of passengers and/or goods therein; and
  5. Maintaining cleanliness of the vehicles assigned to him/her.

Qualifications and Skills

       (i)  Served in the grade of Driver for a minimum period of three (3) years;

       (ii)  Valid driving license free from any current endorsements and valid for any of the classes of vehicles which the Officers required to drive;

       (iii) Certificate in Defensive driving from Automobile Association (AA) of Kenya or its equivalent qualification from a recognized institution;

       (iv) Passed the Suitability Test for Drivers Grade II;

       (v) First-Aid Certificate Course lasting not less than one (1) week from a recognized institution; and

       (vi) Demonstrated professional competence in driving, identification and repair of minor faults

 

In addition, all prospective candidates MUST satisfy the requirements of leadership and integrity as set out in Chapter six (6) of the constitution of Kenya and attach the following documents to their applications:-

  • Ethics and Anti-corruption Commission clearance Certificate (EACC)
  • Kenya Revenue Authority Tax compliance Certificate (KRA)
  • Higher Education Loans Board clearance Certificate(HELB)
    Certificate of Good Conduct from Criminal Investigation Department (CID)
  • Certificate from Credit Reference Bureau
